College Compensation and Appointments Council - Conseil de la rémunération et des nominations dans les collèges

The Council

The College Compensation and Appointments Council for the Ontario colleges is an agency of the provincial government, whose legislated responsibilities include:

  1. appointment of governors to the 24 college boards.
  2. acting as the agent for the employers in negotiating collective agreements with colleges unionized staff.
  3. other roles and responsibilities as assigned by the Minister.
  4. policy holder for the colleges group insurance plans

Details of Councils roles and responsibilities are included in the Ontario Colleges of Applied Arts and Technology Act, 2002 and its Regulation 34/03, and the Colleges Collective Bargaining Act, 2008.

The Council consists of a minimum of eight and a maximum of 15 members, including the Chair. Representing a diversity of the Province's population, members are appointed for a three-year term by the Lieutenant Governor and are eligible for a second three-year term.

The College Compensation and Appointments Council meets ten times a year. The Council is governed by its Rules of Conduct and members evaluate its effectiveness annually.

 

Council Staff

Council Staff perform a number of services for the college system including:

Human Resource Management
The Council oversees a number of services for the college system including collective bargaining, group insurance benefits, pay equity plans, grievances and arbitrations. In addition, the Council provides advice and guidance on matters relating to the interpretation of collective agreements and benefits as well as research related to terms and conditions of employment for administrative staff.

Governance
The Council is responsible for the appointment of external governors to each of the 24 college boards.

Premier’s Awards
The Awards are presented annually to outstanding college graduates who exemplify outstanding career success resulting from their college education and a commitment to their community.
